The Secretary of Transportation can make rules that let people put an identifying number or symbol on major vehicle parts to help enforce federal vehicle‑theft laws (see section 511 of title 18). The rules can allow registration, must be practical, and must give clear standards. Participation is voluntary, carries no penalty, and does not replace other manufacturer standards under sections 33102 or 33103.
