The Secretary of Transportation can require car and major replacement part makers to keep records, file reports, give items and information, and let a designated federal officer inspect their vehicles, parts, and related records. Inspectors must show ID and a written notice before entering a facility where such vehicles or parts are made, stored to be shipped between states, or held for sale after shipment. Inspections must be done at a reasonable time, in a reasonable way, and promptly. When delivering a vehicle or major replacement part, the maker must give a certificate saying it meets the motor vehicle theft-prevention standard and keep that certificate with the item until the first buyer gets it. The Secretary may set the certificate’s form. The certificate rule does not apply if the item is only for export, is labeled for export, and is actually exported. If a maker finds an error in the required identification on a major part or replacement part that has been shipped between states, the maker must notify the Secretary.
