Requires the United States to keep and improve the National Multimodal Freight Network so it helps the country compete in the global economy and meet ten goals. Those goals include making the network more competitive and productive, cutting congestion and bottlenecks, improving safety, security, and reliability, keeping the network in good repair, using new technology, helping movement of goods (including to and from rural areas and ports), making it easier for states to plan across borders, reducing environmental harm, and doing these things without burdening state and local governments. The Assistant Secretary for Multimodal Freight must oversee and carry out the policy. The Assistant Secretary must carry out sections 70102 and 70103, help coordinate freight planning across modes, and identify ways agencies can share data to improve planning and coordination.
