Certain federal officials, nominees, and candidates must file financial reports by set deadlines. New appointees must file within 30 days of starting unless they just left another covered job or already filed about the new post. Presidential nominees whose appointment needs Senate approval must file within 5 days after the President sends the nomination to the Senate, and they must update that report by the first confirmation hearing with income and honoraria information through the date 5 days before the hearing. People who become candidates for President, Vice President, or Congress must file within 30 days of becoming a candidate in that year or by May 15 of that year, whichever is later, but no later than 30 days before the election, and then by May 15 each year they remain candidates. Anyone who serves in a covered job for more than 60 days in a year must file by May 15 of the next year. If someone leaves a covered job, they must file within 30 days after leaving unless they took another covered job. Supervising ethics offices can grant extensions, but total extensions cannot exceed 90 days. Service in a presidentially designated combat zone gives a filing extension so the deadline is 180 days after the later of the last day of service or the last day of hospitalization for injuries from that service. If an official is not expected to serve more than 60 days in a year, some filing rules don’t apply, but if they do serve more than 60 days they must file within 15 days of that 60th day. Who is covered: the President; the Vice President; high-level executive-branch officials (above GS‑15 or paid at least 120% of GS‑15, or equivalents); senior military officers (pay grade O‑7 or above); certain postal officials; employees appointed under section 3105; some confidential or policymaking executive employees; ethics officials; certain Executive Office appointees with presidential commissions; Members of Congress and congressional officers/employees; judicial officers; and judicial employees.
