State and local officials and employees may not use their jobs to try to change who wins an election or to force others to give money or anything valuable for political purposes. They may still vote and speak about politics. If someone's pay comes entirely from U.S. loans or grants, they cannot run for elective office, except four groups: Governors (or acting Governors), mayors, elected heads of executive departments not in civil-service systems, and people already holding elected office.
