If a federal agency that gives a loan or grant believes a State or local officer or employee broke section 1502, it must report that to the Special Counsel. The Special Counsel must investigate and send findings and any charges to the Merit Systems Protection Board. The Board must set a hearing and mail, by registered or certified mail, a notice to the charged person and their State or local employer that summarizes the allegation and gives the hearing time and place.
