Only the special federal rules for temporary acting officials must be used to let someone do the job of an office that normally must be filled by the President and approved by the Senate. This covers executive agency jobs, including the Executive Office of the President, but not the Government Accountability Office. A law that specifically allows or names a temporary acting person, or a President’s recess appointment, are exceptions; general laws that let agency heads reshuffle duties do not count as such exceptions.
