Creates the Administrative Conference of the United States and sets who can be members and how they are chosen. The Conference must have between 75 and 101 members. One full-time Chairman is picked by the President for a 5-year term with Senate approval. The Chairman gets pay at the top rate set by law for chairs of independent regulatory boards or commissions and may stay until a successor is ready. Members include chairmen (or designees) of independent regulatory boards, heads (or designees) of executive departments or agencies designated by the President, some appointees when the Council allows it, President-appointed Council members who are not already in the Conference, and up to 40 others chosen by the Chairman with Council approval for 2-year terms. The Chairman’s appointees must be at least one-third and at most two-fifths of the total and should give wide, varied viewpoints. Except for the Chairman, members do not get pay. Members from outside the federal government can get travel expenses and per diem under section 5703.
