From April 11, 1964 to July 31, 1966, the Commodity Credit Corporation must give payment-in-kind certificates to people who are not cotton producers. The payments are meant to make up cost differences so U.S. upland cotton is not more expensive for domestic users than for foreign users and to make cotton held on April 11, 1964 available at those prices. From August 1 of the marketing year when price support under section 1444(b) begins until July 31, 1966, domestic price must not exceed the export price. The Secretary may extend time to meet related obligations or pay for cotton on hand July 31, 1966 at the rate then in effect. No payments apply to the 1966 crop.
