Defines key words used in the chapter. Administrator means the head of the U.S. Agency for International Development, unless the chapter says otherwise. Agricultural commodity means farm products and things made from them produced in the United States, like wood, processed wood, fish, livestock, and higher-value or fortified products; starting October 1, 1991, for subchapter III, a product is not “produced in the United States” if it contains any ingredient not made in the U.S. when that ingredient is produced and is commercially available in the U.S. at fair and reasonable prices. Appropriate committee of Congress means the Senate Committee on Agriculture, Nutrition, and Forestry, the House Committee on Agriculture, and the House Committee on Foreign Affairs. Cooperative means a member-owned private business that shares services and profits. Developing country means a country low on foreign earnings that can’t buy all its food commercially. Food security means everyone always has enough nutritious food to be healthy. Nongovernmental organization means a local, non‑government group working on development in its country. Private voluntary organization means a nonprofit NGO (for U.S. groups, one exempt under 501(c)(3) of title 26) that gets private funds and does charitable or development work (not religious activities). Secretary means the Secretary of Agriculture, unless the chapter says otherwise.
