Within 24–30 months after an order starts, the Secretary must hold a vote of pork producers and importers who were active during a period the Secretary sets. The order stays if a majority of those voting approve. If not approved, the Secretary must stop collecting assessments within 6 months and end the order promptly and in an orderly way. Referendum costs are repaid to the Secretary from Board assessments. The Secretary sets the voting rules, and the same process covers votes to change the initial order.
