The Secretary must end or pause an order or part of it if, after the first vote under section 4811(a), the Secretary finds the order blocks or does not carry out the law’s goals. If at least 15% of people who have been producers and importers ask for it, the Secretary must hold a vote of producers and importers on ending or pausing the order. The Secretary cannot hold more than one such vote in any 2-year period (except the first required vote). If a majority voting favors ending or pausing, the Secretary must stop collecting assessments (fees) within 6 months and then end the order in an orderly way as soon as practical. Ending or pausing an order is not itself considered an order.
