Right now, Air Reserve Technicians (ARTs) are not covered by the military-driver exception in 49 CFR 383.3(c) and must obtain a commercial driver’s license (CDL) to operate a commercial motor vehicle (CMV) on military facilities open to public travel or public roads.

Five-year exemption sought for ARTs

James D. Welch has applied for a five-year exemption from 49 CFR part 383 so ARTs working under the Air Force Reserve Command would not need a CDL to operate CMVs for military purposes if the exemption is granted.

Possible wider relief for Reserve technicians

FMCSA is asking for public comment by February 12, 2025, on whether, if an exemption is granted, the relief should apply to all U.S. Reserve technicians (not just ARTs).
