Summary

The FCC and USAC are teaming up with Colorado’s tech office to double-check who really qualifies for Lifeline and the Affordable Connectivity Program, which help low-income folks get affordable internet and phone service. This new computer matching program kicks off on February 12, 2025, runs for 18 months, and aims to keep these benefits fair and accurate. Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Colorado match to verify Lifeline/ACP

If you apply for or receive Lifeline or the Affordable Connectivity Program (ACP) in Colorado, your eligibility will be checked against Colorado SNAP and Medicaid records starting February 12, 2025 for an 18-month period. The matching program will determine whether you are enrolled in SNAP or Medicaid in Colorado to verify Lifeline/ACP qualification.

Personal data shared for eligibility checks

For the matching, the National Verifier will send the last four digits of your Social Security Number, your date of birth, and your first or last name to the Colorado Governor's Office of Information Technology. Colorado will reply only "yes" or "no" whether you are enrolled in SNAP or Medicaid.

Household members and minors included

The matching will include individuals who applied for or receive Lifeline/ACP, people who enable another household member to qualify, and minors whose status qualifies a parent or guardian. That means a parent's eligibility can be checked based on a dependent child's qualifying program enrollment.
