5‑Year Permit Requested to Build on Skink Habitat

ADH Rollins Court, LLC asked for a 5‑year incidental take permit to allow the accidental taking of sand skink and blue‑tailed mole‑skink during construction of a residential development on a 46‑acre site in Polk County, Florida, which would convert about 5.46 acres of occupied skink habitat. If issued, the permit (section 10(a)(1)(B) under the Endangered Species Act) would authorize the developer to proceed with construction while taking the covered skinks under the terms of the permit.

Required 2:1 Habitat Mitigation Purchase

The applicant must mitigate the proposed take by purchasing 10.92 acres of conservation credits from a Service‑authorized conservation bank, following the Service's 2:1 mitigation ratio, and must buy those credits before starting any phase of the project. That mitigation purchase is required as part of the applicant's Habitat Conservation Plan tied to the permit request.
