A new restricted area, R-2103C, is established over the same 4-mile radius centered at Fort Novosel and covers 10,000 to 15,000 feet MSL. R-2103C is not continuous; it will be designated "by NOTAM 6 hours in advance," with the FAA Jacksonville ARTCC as the controlling agency. This rule is effective 0901 UTC on April 17, 2025.

No added costs or increased operations

The FAA states these amendments do not change lateral boundaries, do not add designated restricted airspace, do not change operations, and will not increase the number of operations or cost anyone extra. The agency also certified the rule has minimal anticipated economic impact on small entities.
