Landowners: Easement Offers and Eminent Domain Risk
If you own land in the project areas in Mississippi, Alabama, or Georgia, a pipeline company may contact you to negotiate an easement to construct and operate the planned facilities. You are not required to sign, but if the Commission approves the project the Natural Gas Act conveys the right of eminent domain to the company and it could initiate condemnation proceedings in court where compensation would be determined by a judge under state law.
Planned Capacity Additions from Projects
The SSE4 Project would create up to approximately 1.3 million dekatherms per day of additional capacity on SNG's pipeline system, and the MSX Project would provide about 1.5 billion cubic feet per day (Bcf/d) of natural gas capacity. FERC will evaluate these projects' construction and operation as part of the environmental review.
SSE4: Land Disturbance and Permanent Footprint
The South System Expansion 4 (SSE4) would disturb about 4,646.23 acres during construction and SNG/EEC would maintain about 1,639.73 acres for permanent operation; about 93% of the pipeline would be collocated with existing right-of-way. These changes affect land use and could temporarily or permanently change how affected acreage is used.
MSX: Land Disturbance and Permanent Footprint
The Mississippi Crossing (MSX) Project would disturb about 2,462.9 acres during construction and TGP would maintain about 1,555.6 acres for permanent operation; roughly 25% of the route would be collocated with existing rights-of-way. These land-use changes could affect property use for landowners in the project areas of Mississippi and Alabama.
Opportunity to Comment and Public Meetings
You can submit written or oral comments to FERC on the scope of environmental issues; written comments must be received by 5:00 p.m. Eastern Time on March 31, 2025. FERC staff will hold public scoping sessions between March 24, 2025 and April 3, 2025 at specified locations in Mississippi, Alabama, and Georgia where you can give oral comments on a one-on-one basis.
