Investigation May Lead To Solar Import Duties
Commerce is conducting countervailing duty investigations of crystalline silicon photovoltaic cells from India, Indonesia, and Laos that began on August 6, 2025. If Commerce later imposes countervailing duties as a result of these investigations, it could affect prices and imports of these solar cells and modules.
Preliminary Decision Deadline Moved
The Department of Commerce postponed the preliminary countervailing duty (CVD) determinations for crystalline silicon photovoltaic cells from India, Indonesia, and Laos from the original October 10, 2025 deadline to no later than December 15, 2025 (130 days after the August 6, 2025 initiation). The postponement gives interested parties additional time to provide information, receive and answer supplemental questionnaires, and prepare for the preliminary CVD determination.
