New Mandatory Contracts for Disability Nonprofits
The Committee proposes adding specific products and a service to the Procurement List to be furnished by nonprofit agencies that employ persons who are blind or have other severe disabilities. Proposed product additions include NSN 6510-01-598-8418 (Bandage, Compression, I, Flat Fold) to be supplied by Alphapointe, Kansas City, MO, and NSN 1005-01-706-2547 (Buttstock, Subassembly, Black) to be supplied by DePaul Industries, Portland, OR, both mandatory for the Department of Defense. The Committee also intends to add Base Operations Support Services for West Sound Facilities, Silverdale, WA (authorized source: Skookum Educational Program dba Tessera), mandatory for Naval Facilities Engineering Northwest Command, Silverdale, WA.
Removal of Many Items From Procurement List
The Committee is proposing to delete many products and services from the Procurement List that are currently furnished by nonprofit agencies that employ persons who are blind or have other severe disabilities. Examples include NSN 8520-00-NIB-0134 (Purell Instant Hand Sanitizer, 8 oz.) by Travis Association for the Blind, NSN 7045-01-568-9695 (USB 2.0 Hard Drive, Portable, 500G) by North Central Sight Services, and multiple food, clothing, and supply NSNs supplied by ARC-Imperial Valley, Peckham Vocational Industries, and others. Those deletions would remove the mandatory Procurement List purchase preference for the listed items and services.

Interested persons may submit comments on the proposed additions and deletions; comments must be received on or before December 20, 2025.
