New East Branch River Minimum Flows

If you live in Lake or Mendocino counties, California, PG&E proposes new minimum flow levels at compliance gage E-16 on the East Branch of the Russian River. The schedule sets flows such as 35 cubic feet per second (cfs) for October 1–April 14, 35 or 5 cfs for April 15–May 14 depending on whether Scott Dam is in spill condition, 75 or 5 cfs for May 15–June 30 depending on spill condition, and 5 cfs for July 1–September 30, with separate values for Normal, Dry, and Critical water years.

Scott Dam Minimum Flow & Water Allocation

PG&E proposes a permanent minimum flow below Scott Dam of 20 cubic feet per second (cfs) measured at compliance gage E-2, defines compliance as the mean daily flow (the calculated 24-hour average), and changes a block water allocation of 2,500 acre-feet reserved for agency release from each 'water' year to each 'calendar' year. The licensee proposes these operational changes to remain in effect until the Commission acts on a pending surrender application filed July 25, 2025.

Public Filing Deadline and Agency Cooperation

You may file comments, protests, or motions to intervene in this FERC proceeding by December 1, 2025, 5:00 p.m. Eastern Time. The Commission also invites federal, state, local, and Tribal agencies to cooperate on any environmental document, but notes that agencies that cooperate in preparing an environmental document cannot also intervene in the proceeding.
