Notice
Summary
The government is removing some products and services from the special Procurement List that supports people who are blind or severely disabled. Starting December 21, 2025, these items, like antibacterial soap refills and foam mattresses, won’t be bought through this program anymore. This change won’t hurt small businesses and might even open doors for new suppliers to step in.
Analyzed Economic Effects
4 provisions identified: 2 benefits, 2 costs, 0 mixed.
Federal Removal of Items from Procurement List
On December 21, 2025, the Federal Government will delete multiple products and services from the Javits-Wagner-O'Day Procurement List, meaning these items will no longer be procured under that program. The notice covers products such as antibacterial soap refills and foam mattresses and multiple listed services that were furnished by nonprofit agencies employing persons who are blind or have other severe disabilities.
Named Nonprofits Lose Mandatory Purchases
Specific nonprofit suppliers named in the notice will no longer supply listed NSN products to the Government under the Procurement List as of December 21, 2025. Affected authorized sources named include Travis Association for the Blind (Austin, TX); Lions Volunteer Blind Industries, Inc. (Morristown, TN); Mississippi Industries for the Blind (Jackson, MS); Winston-Salem Industries for the Blind (Winston-Salem, NC); Goodwill Industries of South Florida (Miami, FL); Human Technologies Corporation (Utica, NY); West Texas Lighthouse for the Blind (San Angelo, TX); South Texas Lighthouse for the Blind (Corpus Christi, TX); and North Central Sight Services, Inc. (Williamsport, PA).
Opens Procurement Opportunities to Small Entities
The notice states the deletions "may result in authorizing small entities to furnish the product(s) and service(s) to the Government." That means, after December 21, 2025, small businesses could be eligible to supply some items and services previously set aside for the Procurement List program.
Regulatory Flexibility Act Certification
The certifying official states the deletion action "will not have a significant impact on a substantial number of small entities" and lists three factors considered, including that the action will not add reporting or compliance requirements and may authorize small entities to furnish the products and services. This is an official finding under the Regulatory Flexibility Act.
