Scholarships for 3rd/4th-Year Med Students
HRSA is giving a total of $14.1 million as a non-competitive supplement to 12 Medical Student Education (MSE) Program award recipients, providing $1.175 million to each school for fiscal year 2026. That money will fund scholarships for 3rd- and 4th-year medical students who are applying to primary care residency programs in general internal medicine, general pediatrics, family medicine, or internal medicine/pediatrics during the project period July 1, 2026 to June 30, 2027.
Faculty and Preceptor Support Stipends
The supplement requires each recipient to support development of faculty in general internal medicine, general pediatrics, family medicine, or internal medicine/pediatrics and to train primary care providers to serve as preceptors, including providing stipend support as needed. These activities are supported by the $1.175 million per school for fiscal year 2026 during the July 1, 2026 to June 30, 2027 project period.
Expanded Curriculum: Telehealth, AI, Behavioral Health
Recipients must create or enhance curricula that integrate behavioral health and primary care (including prevention and treatment of opioid and other substance use disorders), incorporate telehealth and technologies such as AI and mobile health, teach digital health and value-based care to improve quality and reduce costs, and educate on environmental health and community nutrition during July 1, 2026 to June 30, 2027. These changes affect how medical students are trained at the 12 listed schools.

2026-16396, National Newborn Screening Stakeholder Workgroup
HRSA provides funding to support a national center for newborn screening systems known as the National Center for Newborn Screening Systems Excellence (NBS Excel). In fiscal year 2026, supplemental funding is being provided to NBS Excel to establish a national newborn screening stakeholder workgroup. This workgroup will be a pathway for conditions to be considered and recommended for inclusion in the Recommended Uniform Screening Panel (RUSP) and to discuss national- level issues related to newborn screening. Membership will include representatives from a wide range of newborn screening experts and stakeholders. The award recipient will convene the workgroup and develop findings, reports, and recommendations for HRSA's review and consideration. HRSA will then make recommendations to the Secretary of Health and Human Services, who has final decision-making authority on updates to the RUSP.
