Emergency restart keeps FAST‑41 active

The Council asked OMB to approve or disapprove this emergency request by close of business on November 28, 2025.
FAST‑41 Initiation Notice requirements
To become a FAST‑41 covered project, a project sponsor must submit a FAST‑41 Initiation Notice (FIN) as required by 42 U.S.C. 4370m-2(a)(1). The FIN must include the project's purpose and brief description, statements of technical and financial feasibility, a statement of anticipated federal financing, the federal reviews and authorizations expected, and an assessment of whether the project meets the statutory definition of a covered project.

The EFP would allow federally permitted fishing vessels to fish outside fishery regulations in support of exempted fishing activities proposed by the Maine Department of Marine Resources (ME DMR). Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed EFPs.
