Preliminary Duty Rates Set for Imports
Commerce preliminarily set countervailing duty cash-deposit rates on oleoresin paprika from India effective February 6, 2026. The company-specific preliminary rates are 18.56% for Mane Kancor, 25.41% for Synthite, and a 22.95% rate for all other producers and exporters; U.S. Customs and Border Protection will require cash deposits at these rates on entries made on or after the publication date.
Retroactive Liability for Synthite Imports
Commerce preliminarily found 'critical circumstances' for Synthite Industries Pvt. Ltd., so the suspension of liquidation applies to unliquidated entries of Synthite-produced oleoresin paprika entered or withdrawn from warehouse for consumption on or after the date 90 days before publication of this notice. With publication on February 6, 2026, that 90-day period begins November 8, 2025, meaning some past entries may now be subject to duties.

The investigation covers oleoresin paprika meeting specified color/value thresholds (ASTA value at least 500 or CU value at least 20,000) including blends and crude forms, identified by CAS numbers 68917-78-2 and 84625-29-6 and HTSUS subheadings 3203.00.8000 and 3301.90.1010 (and possibly other listed subheadings). Final Determination Aligned With AD Decision
Commerce is aligning the final countervailing duty determination with the final antidumping (less-than-fair-value) determination; the final CVD determination will be issued on the same date as the final AD determination, which is scheduled to be issued no later than June 15, 2026. Importers and exporters should expect the final CVD decision to arrive by that date unless postponed.
