State Water Quality Approval Required

The Project requires a Clean Water Act section 401 water quality certificate from the Pennsylvania Department of Environmental Protection (PADEP). Texas Eastern must submit the request for certification to PADEP and provide the Commission either the agency's decision or evidence the certification was waived.

No New Permanent Land Take

Texas Eastern says no new permanent right-of-way (ROW) is proposed for any portion of the project in Richhill Township, Greene County, Pennsylvania. The work will replace segments of Line 10 (1.2 miles, 30-inch), Line 15 (1.1 miles, 30-inch), Line 25 (1.2 miles, 36-inch), and Line 30 (0.9 miles, 36-inch) and will stay within existing ROW or previously abandoned pipeline corridors.

No Change to Pipeline Capacity

Texas Eastern states the Project proposes no change to certificated design capacities or maximum allowable operating pressures, so the pipelines' certified gas-carrying capacity will remain the same. The work is intended to maintain safe operation during longwall mining planned as early as the first quarter of 2028.
