NRC OKs Nuclear Fuel Canisters at Catawba Plant Sans Full Rules

Published Date: 4/21/2026

Notice

Summary

Duke Energy Carolinas got the green light to store up to nine special fuel canisters at the Catawba Nuclear Station starting July 6, 2026, even though some usual rules won’t fully apply. The Nuclear Regulatory Commission checked the plan and found it won’t harm the environment or public safety. This means the plant can keep running smoothly without costly delays or big changes.

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Exemption Allows Loading Nine Canisters

Duke Energy Carolinas is allowed to keep one already loaded and to load nine transportable storage canisters (TSCs) in the MAGNASTOR storage system beginning July 6, 2026, even though some Certification of Compliance (CoC No. 1031, Amendment No. 15) terms would not be met. The Nuclear Regulatory Commission issued an environmental assessment and finding of no significant impact, enabling the plant to continue operations without the delays or big changes the notice says would otherwise occur.

NRC Finds No Significant Environmental Impact

The Nuclear Regulatory Commission issued an environmental assessment (EA) and a finding of no significant impact (FONSI) for Duke's exemption request, and these documents are available on April 21, 2026. The NRC concluded that the proposed storage actions at Catawba do not have a significant environmental effect.

Neutron Absorber Panels Defect and Fixes

NAC reported a fabrication deficiency on September 10, 2025, with an update on December 30, 2025, where test coupons cut from some 3M-supplied neutron absorber sheet areas failed boron-10 density requirements. The deficiency affected 39 panels linked to ten TSCs at Catawba, including one already loaded; NAC tagged affected TSCs, started corrective actions under its quality assurance program, and engineering evaluations confirmed the impact on reactivity is negligible.
