Electronic Spill Plan Option

Starting August 3, 2026, oil pipeline operators may keep the relevant portions of their 49 CFR 194.111 onshore oil spill response plans electronically instead of on paper. The rule allows storing plans on a secured handheld or portable device and is intended to save operators time and reduce recordkeeping burden; comments are due by June 23, 2026.

Secured Portable Device Requirement

The amended rule requires that electronic storage be on a readily accessible, secured portable device (e.g., a secured handheld device). Operators choosing electronic retention must ensure the device and access meet the secured storage expectation in 49 CFR 194.111.
