PVC Pipe Glue Gets a Safety Standard Update—Yawn

Published Date: 4/24/2026

Rule

Summary

Starting January 1, 2027, pipeline companies must follow the updated ASTM D2564 standard for PVC pipe solvent cements. This change helps keep pipelines safer, cuts down on confusing rules, and makes it easier for companies to comply. If anyone has concerns, they can speak up by June 23, 2026, but otherwise, the new rules kick in smoothly with no extra costs expected.

Updated PVC Solvent Cement Standard

Starting January 1, 2027, PHMSA requires the use of the updated ASTM D2564-20 (Reapproved 2024) specification for solvent cements used to join PVC piping systems in pipelines. The rule replaces the prior reference in 49 CFR part 192 and becomes effective on that date unless adverse comments are received by June 23, 2026.

PHMSA Expects Negligible Costs

PHMSA states it expects no affected operators will face significant costs, expects total costs to the regulated community to be less than zero, and describes any cost savings as unquantified. The agency says most operators already comply with the referenced standard.

Standard Availability to Stakeholders

The incorporated ASTM D2564 standard is made available from the ASTM reading room website and via publisher contact listed in Sec. 192.7, consistent with a statutory requirement to make incorporated materials available. PHMSA also notes the standard is widely available for purchase at relatively low cost.

Potential Preemption of State Rules

PHMSA states the updated federal reference may operate to preempt some State pipeline safety requirements, but it will not impose regulations that have substantial direct effects on States or the federal-state relationship. The preemptive effect is described as limited to what is necessary under federal pipeline safety laws.
