Updated ASTM A53/A53M-24 Adopted

PHMSA will update the pipeline regulations to incorporate ASTM A53/A53M-24, approved March 1, 2024. The change becomes effective January 1, 2027 unless adverse comments are received by June 23, 2026; PHMSA also authorizes compliance after June 23, 2026.

Which Pipes and Specs Are Covered

The incorporated ASTM A53/A53M-24 standard covers seamless and welded black and hot-dipped galvanized steel pipe in sizes NPS 1/8 to NPS 26 and specifies chemical requirements such as carbon, manganese, phosphorus, sulfur, copper, nickel, chromium, molybdenum, and vanadium.

Reduced Compliance Burden for Operators

PHMSA says adopting the 2024 edition will reduce regulatory confusion and lower compliance burdens for pipeline operators, and it estimates total costs on the regulated community will be less than zero (i.e., net cost savings).

Maintains or Improves Pipeline Safety

PHMSA concludes the updated ASTM A53/A53M-24 will maintain or improve public safety and that updating the standard supports innovations in equipment, testing, and operations. PHMSA also states this update will help increase national pipeline transportation capacity and improve operators' ability to provide reliable, affordable natural gas.
