PHMSA Expects Improved Energy Supply Reliability

PHMSA states the updated standard will increase national pipeline transportation capacity and improve pipeline operators' ability to provide abundant, reliable, affordable natural gas in response to residential, commercial, and industrial demand. PHMSA also says the rule is not a "significant energy action" and will not have a significant adverse effect on energy supply, distribution, or use.

Operators Must Use NFPA 58 (2024)

Starting January 1, 2027, pipeline operators and safety professionals must follow NFPA 58, Liquefied Petroleum Gas Code, 2024 edition (the rule incorporates the 2024 edition by reference). PHMSA replaced the prior reference to the 2020 edition and is accepting adverse comments through June 23, 2026; compliance after June 23, 2026 is authorized.

Reduces Compliance Confusion and Burdens

PHMSA says updating the incorporated NFPA 58 to the 2024 edition will prevent regulatory confusion and reduce compliance burdens for stakeholders, and that most operators already voluntarily apply the updated standard. PHMSA expects cost savings and characterizes the rule as deregulatory.
