14 Deaf/Hard-of-Hearing Drivers Kept Working

FMCSA renewed exemptions that allow 14 hard of hearing and deaf individuals named in the notice to continue operating commercial motor vehicles in interstate commerce. The exemptions are effective May 15, 2026 and expire May 15, 2028, and list 14 named drivers and their states.

Ban on Driving Motorcoach/Bus With Passengers

While operating under the exemption, each driver is prohibited from operating a motorcoach or bus with passengers in interstate commerce. This restriction applies for the exemption period that runs from May 15, 2026 through May 15, 2028 unless the exemption is rescinded earlier.

Reporting and Recordkeeping Conditions

Each exempt driver must report any crashes within 7 days and report citations and convictions for disqualifying offenses within 7 days. They also must submit annual certified driving records from their State Driver's Licensing Agency, meet commercial driver's license testing requirements, and carry a copy of the exemption while driving.

Federal Preemption During Exemption Period

During the exemption period, no State may enforce any law or regulation that conflicts with the exemption with respect to a person operating under it. That preemption applies while the exemption is in effect from May 15, 2026 to May 15, 2028.
