Commerce Slaps Duties on Russian Palladium Imports

109.10% Duty on Russian Palladium

The Department of Commerce found that unwrought palladium from Russia receives countervailable subsidies and assigned an estimated subsidy (duty) rate of 109.10 percent ad valorem to JSC Urals Innovative Technologies, Prioksky Plant of Non Ferrous Metals, and to "All Others." This determination is applicable May 22, 2026, and means imports of the covered unwrought palladium from Russia will face that extra charge if a final order issues.

Cash Deposits, Suspension, and ITC Timeline

U.S. Customs and Border Protection was instructed to collect cash deposits and suspend liquidation of entries of the subject palladium entered, or withdrawn from warehouse, for consumption on or after March 11, 2026. The International Trade Commission will decide within 45 days whether U.S. industry is materially injured; if the ITC makes a final affirmative injury determination Commerce will issue a countervailing duty order requiring cash deposits of the estimated duties, and if the ITC finds no injury the proceeding will be terminated and deposited amounts will be refunded or cancelled.
