Mandatory Offshore Well Paperwork Continues

If you operate Federal Outer Continental Shelf (OCS) oil, gas, or sulfur leases or hold pipeline rights-of-way, you must continue to provide information under 30 CFR 250, Subpart G. Responses to this information collection are mandatory; BSEE estimates about 60 potential respondents, 150,081 annual responses, 350,615 annual burden hours, and $6,732,500 in annual non-hour costs. Individual response times vary from 15 minutes to 2,160 hours and submissions may be required on occasion, daily, weekly, monthly, quarterly, or biennially depending on the requirement.

Rig Movement Notification Report Required

If you operate rigs in OCS waters, you must submit the Rig Movement Notification Report (Form BSEE-0144, modified) with details such as rig arrival/departure dates, well API numbers, helideck availability and ratings, stacking/modification information, and a certification statement. BSEE uses this form—used by all 3 regions but noted as primarily in the Gulf of America—to schedule inspections and to locate rigs during major storms.
