25% Duty on Many Steel and Aluminum Imports
For aluminum and steel articles listed in Annex I-C, an additional ad valorem duty of 25 percent applies to goods entered or withdrawn for consumption on or after 12:01 a.m. eastern daylight time on June 8, 2026, and through 11:59 p.m. eastern standard time on December 31, 2027. If a product is subject to multiple rates of duty, the lowest applicable rate will apply.
Country and U.S.-Content Duty Rules
Certain country-specific rules change how the additional duty is calculated: for products of Argentina, Ecuador, El Salvador, Guatemala, Japan, the Republic of Korea, Liechtenstein, Switzerland, Taiwan, the United Kingdom, or an EU member, the duty is tied to the product's Column 1 Duty Rate with rules ensuring a minimum combined rate of 15 percent in some cases. Derivative articles whose aluminum, steel, or copper content is at least 85 percent U.S.-smelted or -melted may receive a lower 10 percent additional duty, and for qualifying Canada and Mexico products under USMCA the 25 percent duty applies only to the non-U.S. content but the total effective duty will not be less than 15 percent.
15% Reduced Rate Expanded to Farm and Home Gear
Agricultural equipment and certain heating, ventilation, and air conditioning (HVAC) systems and components that are predominantly for residential use are included in the category of derivative products eligible for the temporarily-reduced 15 percent ad valorem duty under Proclamation 11021. This inclusion is effective for goods entered for consumption on or after 12:01 a.m. eastern daylight time on June 8, 2026.
Temporary Changes for Mobile Industrial Machinery Tariffs
The proclamation temporarily modifies the tariffs imposed on mobile industrial equipment and machinery to account for their roles in U.S. productive economic activity and to support American businesses and factories. The temporary modifications are effective for goods entered for consumption on or after 12:01 a.m. eastern daylight time on June 8, 2026.
U.S.-Content Threshold Lowered to 85%
The threshold to treat a product's aluminum, steel, or copper content as composed entirely of U.S.-smelted/ -melted metal is changed from 95 percent to 85 percent of the weight of the metal content. This modification is intended to incentivize increased use of American aluminum, steel, and copper and is effective for goods entered for consumption on or after 12:01 a.m. eastern daylight time on June 8, 2026.
New Tariff Coverage for Plates and Racks
Aluminum lithographic plates and steel racks are added to the products treated as aluminum and steel derivative products and therefore become subject to the applicable derivative tariff under Proclamation 11021. This inclusion is effective for goods entered for consumption on or after 12:01 a.m. eastern daylight time on June 8, 2026.
