Protect Federal Systems and Vital Services
Within 30 days of June 2, 2026, CISA must issue Binding Operational Directives and guidance to expedite and prioritize cyber defense of civilian Federal Government information systems to protect the Nation's vital functions. The guidance also directs establishing or expanding Federal programs that enhance AI-enabled defensive tools and facilitating access to cybersecurity tools (including, where appropriate, covered frontier models) for agencies, State and local authorities, and operators of critical infrastructure such as rural hospitals, community banks, and local utilities.
Create AI Cybersecurity Clearinghouse
Within 30 days of June 2, 2026, the Secretary of the Treasury, NSA, and DHS/CISA must form an AI cybersecurity clearinghouse, in voluntary collaboration with industry and operators of critical infrastructure. The clearinghouse will coordinate and deconflict scanning for software vulnerabilities, discover and validate vulnerabilities, and coordinate and prioritize remediation and distribution of vulnerability patches.
Expand Tech Force Cybersecurity Hiring
Within 60 days of June 2, 2026, the Director of the Office of Personnel Management must expand the United States Tech Force Information Cybersecurity Specialist hiring and placement pathways. This is intended to increase hiring and placement for cybersecurity specialist roles within federal programs.
Voluntary 'Covered Frontier Model' Program
Within 60 days of June 2, 2026, agencies must develop a classified benchmarking process to assess AI models and a voluntary framework where developers can ask the Government to designate a model as a "covered frontier model." Developers may provide the Government access to such models, subject to protections, for up to 30 days before planned public release and may collaborate to select trusted partners for early access. The order also states this does not authorize mandatory government licensing, preclearance, or permitting for AI model development or release.
Stronger Enforcement of AI-Enabled Cybercrime
The Attorney General shall prioritize enforcement of 18 U.S.C. 1028, 18 U.S.C. 1030, 18 U.S.C. 1343, and other Federal criminal laws against anyone who uses AI to illegally access or damage computers or to further other crimes. This prioritization is aimed at deterring and prosecuting AI-enabled unlawful computer access and related criminal activity.
Potential Grant Funding for AI Vulnerability Detection
Within 30 days of June 2, 2026, the Director of OMB must determine whether any Federal grant programs have available and relevant funding that can be directed toward applicants developing advanced AI vulnerability detection. This is a review to identify possible grant funding that applicants could pursue.
