CVD Order if ITC Finds Injury

Commerce will notify the U.S. International Trade Commission (ITC) of the final affirmative determination; the ITC will determine within 45 days whether U.S. industry is materially injured or threatened. If the ITC issues a final affirmative injury determination, Commerce will issue a countervailing duty (CVD) order, reinstate suspension of liquidation under section 706(a), and require a cash deposit of estimated countervailing duties for entries entered or withdrawn for consumption on or after the effective date of the suspension.

CBP Cash Deposits and Suspension Dates

Commerce instructed U.S. Customs and Border Protection to collect cash deposits and suspend liquidation for entries of subject merchandise entered or withdrawn for consumption on or after August 21, 2025 (date of the Preliminary Determination). Commerce instructed CBP to discontinue suspension for entries on or after December 19, 2025, but to continue suspension for entries on or before December 18, 2025.

Refunds if ITC Finds No Injury

If the ITC determines that material injury or threat of material injury does not exist, the proceeding will be terminated and all estimated duties deposited or securities posted as a result of the suspension of liquidation will be refunded or cancelled.

Aims to Level Playing Field

Commerce states the determination addresses unfair government subsidies to Chinese producers of fiberglass door panels and aims to level the playing field for U.S. businesses; the determination covers subsidies for the period January 1, 2024 through December 31, 2024.

Determination Effective Date

The final affirmative countervailing duty determination is applicable June 15, 2026.
