HUD Updates Public Housing Waiting List Data Tool

Published Date: 6/18/2026

Notice

Summary

HUD wants to update how public housing waiting list info is collected to follow the Housing Opportunity Through Modernization Act of 2016 (HOTMA). This affects public housing agencies who’ll provide clearer, better data to help manage waiting lists. Comments on this plan are open until July 20, 2026, and the update aims to keep things smooth without extra costs.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Over‑Income Public Housing Rule

If a public housing family is over-income for two consecutive years, the public housing agency must either raise that family's monthly rent to the higher of Fair Market Rent under Section 8(c) or the public housing subsidy amount, or end the tenancy no later than 6 months after the two-year period. PHAs must also report annually the number of over-income families residing in public housing.

Annual Waiting List Data Publication

Every public housing agency must submit the total number of families on its public housing waiting lists annually using an electronic Public Housing Waiting List Data Collection Tool, starting with Calendar Year 2023 data. HUD will consolidate and publish that waiting list information in an annual public report.
