Court Notice Triggers Liquidation Suspension

Under Timken and related precedent, Commerce must publish a notice when a court decision is not "in harmony" with its final determination and must suspend liquidation of entries pending a conclusive court decision. The U.S. Court of International Trade issued a final judgment on June 15, 2026 that is not in harmony with Commerce's original final determination, and Commerce published this notice on June 25, 2026.
