USDA Seeks Comments on Swine Disease Paperwork

Published Date: 7/14/2026

Notice

Summary

The USDA’s Animal and Plant Health Inspection Service (APHIS) wants to update and keep collecting important info about animal diseases, especially swine with possible vesicular disease. This affects farmers, vets, and animal health officials who report and track these diseases. They’re asking for public comments by September 14, 2026, and the changes won’t cost extra but help keep animals safe and healthy.

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Monthly NAHRS Reporting Burden

If you are a State veterinarian, farmer, public health official, or animal scientist who responds to the National Animal Health Reporting System (NAHRS), you are part of a collection that averages 1.75 hours per response. APHIS estimates 172 respondents, 44 responses per respondent (7,524 responses total), and 13,167 total annual burden hours for this collection under OMB Control Number 0579-0299.

Reporting Suspect Swine Vesicular Lesions

APHIS states that any swine with vesicular lesions should be reported by State, Federal, and accredited veterinarians so the animals can be tested for foreign animal diseases (FADs) like foot-and-mouth disease. APHIS says reporting is intended to protect animal health, public confidence, and the marketability of U.S. livestock and meat products.

Authorized Diagnostic Testing for Suspect Cases

The notice explains that suspected swine with vesicular lesions are to be tested by Veterinary Services using authorized National Animal Health Laboratory Network (NAHLN) laboratories, with oversight and confirmatory testing by the Foreign Animal Disease Diagnostic Laboratory (FADDL) if required. The notice states veterinarians cannot reliably identify the cause of vesicular lesions without diagnostic testing.

Removal of NAHRS2 and NVSL201 Burdens

APHIS states that the NAHRS 2 and NVSL 201 burden items that had been added in a prior renewal are no longer being used and have been removed from this information collection (0579-0299).
