If you operate a vessel near Duluth during a listed event, you may not enter, transit, or anchor in the safety zone during enforcement without permission from the Captain of the Port Duluth or their on-scene representative. Safety zones (for example, fireworks launch zones with radii up to 1,120 feet) are enforced during announced periods and any location changes will be published in a Notification of Enforcement and broadcast on VHF-FM channel 16.

The Coast Guard certified that this rule will not have a significant economic impact on a substantial number of small entities, noting zones generally affect small areas for a few hours and enforcement periods usually occur when vessel traffic is low.
