You must file DD Form 2790 to claim annuity

If you are filing a claim for an annuity on behalf of a minor child of a deceased member of the Armed Forces, you must use DD Form 2790 (Custodianship Certification). The notice reports OMB Control Number 0730-0010, expects 300 respondents, 300 annual responses, an average burden of 10 minutes per response, and total annual burden of 50 hours. Comments on this information collection are due by September 28, 2026.

Who can receive a minor's annuity payment

The rule says an annuity for a minor child of a deceased service member is paid to the legal guardian, or if there is no legal guardian, to the natural parent who has care, custody, and control as the custodian, or to a representative payee. The annuity may be paid directly to the child if the child is considered of majority age under the law of the child's state of residence.
