Request Reviews by End of August 2026
If you are an interested party in any of the listed antidumping or countervailing duty orders, you may request an administrative review not later than the last day of August 2026. If Commerce does not receive a request for entries covered by an order by that date, Commerce will tell U.S. Customs and Border Protection (CBP) to assess duties on those entries at the cash deposit rate and to continue collecting the previously ordered cash deposit.
Nonmarket-Economy (NME) Entity Review Rule
Commerce no longer treats the nonmarket-economy (NME) entity as automatically subject to an antidumping administrative review; the NME entity will not be under review unless Commerce specifically receives a request to review it or self-initiates a review. If an individual exporter in a review does not qualify for a separate rate, Commerce will determine that the exporter is part of the NME entity, but the NME entity's rate will not change because it was not reviewed. Commerce will instruct CBP to liquidate entries for exporters not named in the initiation notice, including entries suspended at the NME entity rate.
Respondent Selection Uses CBP Import Data
If Commerce limits respondents for detailed review, it will select them using U.S. Customs and Border Protection (CBP) import data for the period of review and will release that CBP data under an administrative protective order (APO) to parties with an APO within five days of the initiation notice. Commerce intends to make respondent selection decisions within 35 days of the initiation Federal Register notice and invites comments on respondent selection within five days of placing the CBP data on the record.
No New Collapsing at Selection Phase
Commerce will not perform "collapsing" analyses (treating separate companies as one entity) during the respondent selection phase unless those companies were already determined to be collapsed in a prior segment of the proceeding. If a company was previously collapsed, Commerce will assume it remains so and will treat it as collapsed for respondent selection.
Particular Market Situation Filing Deadline
If you want to allege a particular market situation (PMS) that could change constructed-value calculations, you must submit the PMS allegation and supporting factual information no later than 20 days after submission of initial Section D responses. If Commerce finds a PMS under section 773(e) of the Act, it will adjust dumping calculations accordingly.
Annual Inquiry Service List Update Window
Commerce will update the annual inquiry service lists for the listed proceedings and gives interested parties 30 days after the date of this notice to submit new or amended entries of appearance. Commerce will finalize the annual inquiry service lists five business days after that 30-day window ends.
