164.29% Tariff Rate for Six Firms
Commerce determined that six named Chinese producers/exporters of aluminum extrusions received countervailable subsidies for the period January 1, 2024 through December 31, 2024, and assigned each a net countervailable subsidy rate of 164.29 percent ad valorem. The companies listed at that rate are: Anji Chang Hong Chain Manufacturing; Assa Abloy (Zhongshan) Security Technology; Dezhou Huoamei Windows and Doors; Ewellix Motion Technologies; Ningbo Lianda Winch; and Shanghai Zesheng Automotive Technology.
Immediate Cash Deposit Collection Rules
Effective upon publication (August 11, 2026), CBP is to collect cash deposits of estimated countervailing duties for shipments entered or withdrawn for consumption on or after that date. The cash deposit rate for the six named companies will equal their company-specific rate (164.29%); de minimis rates under 0.50 percent would be zero; when producer and exporter rates differ the higher rate applies; if only one party has a company-specific rate that rate applies; and all other producers/exporters will be subject to the all-others rate of 7.37 percent.
Adverse Facts Available Used for Non-Respondents
Commerce applied Adverse Facts Available (AFA) under sections 776(a) and (b) of the Tariff Act to six non-responsive companies and used those AFA-based results in the final determination for the period January 1, 2024 through December 31, 2024. The published final results remain unchanged from the Preliminary Results.
Assessment Instructions and Timing
Commerce will direct U.S. Customs and Border Protection (CBP) to assess countervailing duties on all appropriate entries covered by this review and intends to issue assessment instructions no earlier than 35 days after publication of these final results (publication date August 11, 2026). If a timely summons is filed at the U.S. Court of International Trade, the instructions will direct CBP not to liquidate entries until the statutory injunction period (within 90 days of publication) has expired.
Scope: Which Extrusions Are Covered or Excluded
The order covers aluminum extrusions produced by extrusion from Aluminum Association alloy series beginning with 1, 3, and 6 (examples: 1350, 3003, 6060) and includes many shapes, finishes, and fabricated parts; it excludes certain alloys (series 2 with >1.5% copper, series 5 with >1.0% magnesium, series 7 with >2.0% zinc), fully finished goods (e.g., finished windows or finished goods kits), cast products, pure unwrought aluminum, specified collapsible tubular containers, and finished heat sinks. Imports are listed under many HTSUS subheadings, but the written scope description controls coverage.
