Summary

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: Whether the collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The Commission may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.

Notice Required If TTY Support Ends for 911

Wireless providers that request or receive a waiver to stop supporting TTY must notify customers that, until TTY is sunset, TTY will not be supported for 911 calls over IP-based wireless services and must list text-based alternatives to reach 911 (including TTY over the PSTN, PSTN-based and IP-based TRS, and text-to-911 where available).

Reporting Burden on Businesses for RTT Transition

The FCC seeks emergency OMB approval (OMB Control Number 3060-1248) for information collection titled 'Transition from TTY to Real-Time Text Technology' with 608 business respondents and 3,040 responses, estimated time per response of 2 to 60 hours, and a total annual burden of 70,528 hours; respondents are 'businesses or other for-profit entities' and responding is 'required to obtain or retain benefit.'

Accessible Consumer Education for RTT

If wireless providers or device manufacturers voluntarily transition from TTY to Real-Time Text (RTT), they are encouraged to create and share consumer education and outreach materials in accessible formats (large print, Braille, ASL videos that are captioned and video-described, email notices, and printed materials), set up a telephone hotline and an accessible online service, and train staff to answer RTT questions.
