USDA's 'Do Not Pay' Squad Hunts Bad Checks

Published Date: 9/3/2026

Notice

Summary

USDA provides notice of a consolidated Department-wide matching program involving five USDA systems of records and the Department of the Treasury Do Not Pay (DNP) Working System. The program supports identifying, preventing, and recouping improper payments through pre-payment and pre-award eligibility verification. Treasury, in consultation with OMB, has issued a waiver of the matching agreement requirement.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

USDA will check payments via Do Not Pay

USDA will use the Department of the Treasury Do Not Pay (DNP) Working System to check eligibility before awards or payments and to identify, prevent, and recoup improper payments. This applies to applicants and recipients of USDA-administered Federal funds, including sole proprietors, vendors, contractors, borrowers, grantees, producers, and landowners; the matching program will remain in effect through September 10, 2029.

Your personal data will be shared with DNP

USDA will disclose to the DNP Working System minimum data elements needed for comparisons, which may include name, Social Security number, Taxpayer Identification Number (including EIN or ITIN), Unique Entity Identifier, date of birth, addresses, payment or award identifiers, and related identifying information.

Potential matches are only indicators

If the DNP Working System reports a potential match, that result is only an indicator requiring USDA verification and is not, by itself, a determination of ineligibility or a basis for adverse action. USDA will independently verify before any follow-up or action.
