Login.gov Gets Unemployment Data Green Light from Labor

Summary

In this notice, the Department of Labor (Department) recognizes that, for purposes of digital identity verification services, Login.gov, a shared technology service within the United States General Services Administration (GSA), has in place safeguards adequate to satisfy the requirements of the Federal regulation on the confidentiality and disclosure of unemployment compensation (UC) information. As a result, the safeguards and security requirements enumerated in the regulation do not apply to disclosures of confidential UC information by state UC agencies to GSA's Login.gov for digital identity verification services.

Login.gov Approved to Receive UC Data

The Department of Labor determined that GSA’s Login.gov has safeguards adequate to meet 20 CFR 603.9 for digital identity verification services. As a result, state unemployment compensation (UC) agencies may disclose confidential UC information to Login.gov without applying the safeguards and security requirements listed in 20 CFR 603.9.

States Exempted from 20 CFR 603.9 For Login.gov

Under 20 CFR 603.9(d), the Department announced that the safeguards and security requirements of 20 CFR 603.9 do not apply when state UC agencies disclose confidential unemployment compensation information to GSA’s Login.gov for digital identity verification services. The notice (published September 3, 2026) informs states that they need not apply the enumerated safeguards to such disclosures because Login.gov meets the regulation's requirements.
