Summary
Flood hazard determinations, which may include additions or modifications of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or regulatory floodways on the Flood Insurance Rate Maps (FIRMs) and where applicable, in the supporting Flood Insurance Study (FIS) reports have been made final for the communities listed in the table below. The FIRM and FIS report are the basis of the floodplain management measures that a community is required either to adopt or to show evidence of having an effect in order to qualify or remain qualified for participation in the Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP).

Final flood hazard maps effective Nov 13, 2026
If you own or lease property in Phillips County, Colorado (including the City of Holyoke) or in Hood River County, Oregon (including the Cities of Cascade Locks and Hood River), new flood hazard maps and studies become final on November 13, 2026. The final maps may include changes to Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area boundaries or zone designations, or regulatory floodways; review the maps at the listed community map repository or online at FEMA's Map Service Center.
Communities must adopt floodplain measures to stay in NFIP
The Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) reports are the basis of floodplain management measures that each listed community is required to adopt or show evidence of having an effect in order to qualify or remain qualified for participation in FEMA's National Flood Insurance Program (NFIP). This requirement applies to the named communities in the notice.

This notice lists communities where the addition or modification of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or the regulatory floodway (hereinafter referred to as flood hazard determinations), as shown on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports, prepared by the Federal Emergency Management Agency (FEMA) for each community, is appropriate because of new scientific or technical data. The FIRM, and where applicable, portions of the FIS report, have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Federal Regulations. The current effective community number is shown in the table below and must be used for all new policies and renewals.

Pursuant to the Federal Fire Prevention and Control Act of 1974, as amended, the Administrator of FEMA is publishing this notice describing the fiscal year (FY) 2025 Assistance to Firefighters Grant (AFG) and Fire Prevention and Safety (FP&S) grant programs application processes, deadlines and award selection criteria. This notice explains the differences, if any, between these guidelines and those recommended by representatives of the national fire service leadership during the annual meeting of the Criteria Development Panel (CDP), which was held September 9, 2025. The application period for the FY 2025 AFG Program was May 19, 2026, to June 22, 2026, and the FY 2025 FP&S Program was May 19, 2026, to June 22, 2026.
