Summary

Flood hazard determinations, which may include additions or modifications of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or regulatory floodways on the Flood Insurance Rate Maps (FIRMs) and where applicable, in the supporting Flood Insurance Study (FIS) reports have been made final for the communities listed in the table below. The FIRM and FIS report are the basis of the floodplain management measures that a community is required either to adopt or to show evidence of having an effect in order to qualify or remain qualified for participation in the Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP).

Final flood hazard maps effective Nov 13, 2026

If you own or lease property in Phillips County, Colorado (including the City of Holyoke) or in Hood River County, Oregon (including the Cities of Cascade Locks and Hood River), new flood hazard maps and studies become final on November 13, 2026. The final maps may include changes to Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area boundaries or zone designations, or regulatory floodways; review the maps at the listed community map repository or online at FEMA's Map Service Center.

Communities must adopt floodplain measures to stay in NFIP

The Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) reports are the basis of floodplain management measures that each listed community is required to adopt or show evidence of having an effect in order to qualify or remain qualified for participation in FEMA's National Flood Insurance Program (NFIP). This requirement applies to the named communities in the notice.

You can inspect the final FIRM and, if applicable, the supporting FIS report for each listed community at the community map repository addresses shown in the notice (for example, City Municipal Building, 407 East Denver Street, Holyoke, CO; City Hall, 140 Southwest WaNaPa Street, Cascade Locks, OR) or online through FEMA's Map Service Center at https://msc.fema.gov by November 13, 2026.
