In this document, the Federal Communications Commission (Commission) amends its rules to eliminate the requirement that Text Telephone (TTY)-based Telecommunications Relay Services (TRS) be capable of communicating in the American Standard Code for Information Interchange (ASCII) format. By removing this outdated regulatory mandate, the Commission relieves TRS providers of the obligation to maintain costly and obsolete ASCII-compatible hardware and software systems. Eliminating this requirement will reduce inefficiencies, preserve the integrity of the TRS Fund, and allow providers to redirect resources toward modern relay technologies, all without adversely impacting functional equivalence for consumers who rely on TTY-based TRS.

ASCII Mandate Removed for TTY TRS
The FCC deleted the rule that required TTY-based relay services to support the ASCII format, effective October 13, 2026. This means TRS providers no longer must maintain ASCII-compatible hardware and software, allowing them to reduce obsolete-system costs and redirect resources to other services.
Resources Redirected Toward Modern Relays
By removing the ASCII requirement, the FCC says providers can redirect resources toward modern relay technologies such as Real-Time Text (RTT), Internet-Protocol Relay, and Video Relay Service. The rule aims to reduce network complexity and preserve the integrity of the TRS Fund so providers can invest in upgraded services.
Very Few TTY Users Affected; Easy Switch
The record shows ASCII-format TTY use was tiny: in one three-month period in 2022 total ASCII minutes did not exceed 87 minutes (about 0.01% of TTY minutes) and fewer than 10 users placed ASCII calls in any month. The FCC says affected users can usually switch to Baudot by changing a setting on their existing TTY and providers will assist, so consumers who rely on TTY-based TRS should not be adversely impacted.
No New Small-Entity Reporting Burdens
The FCC determined the rule change does not create new or modified reporting, recordkeeping, or compliance obligations for small entities and that there are currently only two providers of TTY-based TRS. The Commission considered but rejected requiring providers to supply new Baudot devices because switching typically only requires changing a device setting.

In this document, the Federal Communications Commission (Commission) proposes steps to strengthen the reliability, integrity, and effectiveness of the Robocall Mitigation Database (RMD or Database) as a core component of its illegal-call prevention framework. The Commission proposed measures aim to ensure that RMD filings are accurate, complete, and current, and to safeguard the Database so that only legitimate, transparent, and accountable providers may enter or remain listed. Specifically, the Commission proposes and seeks comment on measures to clarify which entities are required to file in the RMD, enhance the accuracy and completeness of submitted information, and specify which portions of filings may be publicly disclosed. Additionally, the Commission proposes and seeks comment on new tools to prevent bad actors and noncompliant providers from accessing or remaining in the RMD, including strengthened screening procedures for new filers, improved mechanisms for identifying noncompliant providers, expedited removal processes, and safeguards to prevent unauthorized re- entry into the Database.

Pursuant to the Small Business Paperwork Relief Act of 2002, the FCC seeks specific comment on how it might further reduce the information collection burden for small business concerns with fewer than 25 employees. The Commission may not conduct or sponsor a collection of information unless it displays a currently valid Office of Management and Budget (OMB) control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid OMB control number.

This document proposes to amend the Table of TV Allotments (Table) of the Federal Communications Commission's (Commission) rules in response to a petition for rulemaking filed by One Ministries, Inc. (Petitioner), the licensee of NCE television station KEDS(TV) (KEDS or Station), Colusa, California (Colusa). The Petitioner requests the substitution of UHF channel 14 in place of its current VHF channel 2 at Colusa in the Table with the technical parameters specified in the Petition. In support of its channel substitution request, the Petitioner asserts that allowing the Station to move to a UHF channel would serve the public interest by improving signal reception for viewers. The Petitioner observes that the Commission has recognized that VHF channels have certain characteristics that have posed challenges for their use in providing digital television service, including propagation characteristics allowing undesired signals and noise to be receivable at relatively farther distances. Additionally, the Petitioner notes that the Commission has observed large variability in the performance of indoor antennas available to consumers, with most antennas receiving fairly well at UHF and the substantial majority not so well to very poor at high-VHF. An engineering statement provided by the Petitioner confirms that the proposed channel *14 contour would provide full principal community coverage to Colusa.
