Summary
Pursuant to the provisions of Title 41 of the Fixing America's Surface Transportation Act (FAST-41) (42 United States Code (U.S.C.) 4370m et seq.), The DoD (referred to herein as "the Department of War" or "DoW") announces the availability of the Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI), following DoW's evaluation of the potential environmental effects of the construction and operation of an integrated non-ferrous smelting and refining facility and associated infrastructure in Montgomery County, Tennessee.

DoD issues FONSI for Project Crucible
The Department of Defense released a Final Environmental Assessment (EA) and a Finding of No Significant Impact (FONSI) saying the Proposed Action — building and operating an integrated non‑ferrous smelting and refining facility near Clarkesville in Montgomery County, Tennessee — would not significantly affect the quality of the human environment. The Final EA and FONSI are posted online and will be available to download on September 11, 2026 at https://www.denix.osd.mil/ProjectCrucible.
Adverse effects to historic resources noted
In consultation with federally recognized Tribes and the Tennessee State Historic Preservation Officer (SHPO), DoW found construction would adversely affect three archaeological resources and one historic site; the SHPO concurred and DoW documented phased assessment, avoidance/minimization conditions, and mitigation measures in the FONSI.
DoD may provide financing to Crucible Metals
The Final EA will inform the Department of War Office of Strategic Capital's decision whether to provide financial assistance to Crucible Metals, LLC for Project Crucible. The EA also informs the Tennessee Valley Authority's decision‑making for connected actions.
USFWS concurs on species impact finding
Under Endangered Species Act Section 7, DoW consulted with the U.S. Fish and Wildlife Service, which concurred that the Proposed Action 'may affect but is not likely to adversely affect' ESA‑listed species and acknowledged DoW's 'no jeopardy' determinations for species proposed for listing.
