Japan's glycine exporters face preliminary dumping scrutiny

Final Cash Deposit Rates Rule
When Commerce issues final results, the cash deposit rate for each company will equal the weighted-average dumping margin from the final results (but will be set to zero if the final rate is less than 0.50 percent). For exporters/producers not covered, the 'all-others' cash deposit rate is 53.66 percent. These deposit rates take effect for shipments entered or withdrawn for consumption on or after the date of publication of the final results.
Preliminary Dumping Margins Announced
Commerce preliminarily found weighted-average dumping margins for glycine from Japan for June 1, 2024 through May 31, 2025: Yuki Gosei Kogyo Co., Ltd./Nagase & Co., Ltd. = 3.25 percent; Resonac Corporation = 0.00 percent. These are preliminary results and Commerce invites comments before final results.
How Duties Will Be Assessed at Liquidation
If final weighted-average dumping margins are not zero or de minimis, Commerce will calculate importer-specific ad valorem assessment rates based on the ratio of dumping to entered value; if entered values were not reported, Commerce will use per-unit assessment. CBP will collect the duties at liquidation when instructed.
Importer Certificate Requirement and Risk
Importers must file a certificate about reimbursement of antidumping duties prior to liquidation under 19 CFR 351.402(f)(2). If an importer fails to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
Partial Rescission Means Prior Deposit Rates Apply
Commerce rescinded the administrative review for Ajinomoto Co., Inc.; Ajinomoto Healthcare, Inc.; Sojitz Corporation; and Sojitz Logistics Corporation. For these four companies, antidumping duties will be assessed at rates equal to the cash deposit required at the time of entry during the period of review, and Commerce intends to issue assessment instructions to CBP no earlier than 35 days after publication of this notice.
